Information on Matters to Be Disclosed under the Personal Information Protection Act and the Number Act

The Personal Information Protection Act and the Number Act provide that the matters prescribed thereby require disclosing or making accessible to the person identified by such matters. These prescribed matters are described below. Please take this opportunity to familiarize yourself with such matters.

1. Purposes of utilization of personal information handled by us and of the Number Act (excluding personal information and specific personal information*1 about employees)

(1) Purposes of utilization of the personal information of customers

In the following businesses, we utilize personal information to the extent necessary to conclude and implement contracts, collect debts and perform obligations, build up and maintain assets, facilities, etc., develop and improve products and services, provide information concerning products and services, for example, by direct mail, etc. (including the provision of information about collaborations with partner companies and Tohoku Electric Power Group Companies*2), and perform other business operations in connection therewith:

  1. a. Electricity business;
  2. b. Energy services that utilize distributed energy resources, etc.;
  3. c. Manufacturing, sale, leasing, installation, operation and maintenance of energy-related equipment and machinery;
  4. d. Heat supply business involving cold water, warm water, steam, etc.;
  5. e. Gas business;
  6. f. Information processing ,information provision services and telecommunications business;
  7. g. Purchase, sale, leasing, and management of real property;
  8. h. Civil and construction work and related investigating, planning, surveying, design, maintenance and management
  9. i. Community support business;
  10. j. Treatment and recycling of waste materials;
  11. k. Engineering, consulting services, and the sale of technology and know-how, in connection with the businesses referred to in a. through j. above or with the environment;
  12. l. Businesses incidental or relevant to those businesses referred to in a. through k. above.

(2) Purposes of utilization of the personal information of shareholders

We utilize the personal information of our shareholders for facilitating smooth communication with them, for the collection and provision of various types of information in relation to our business activities, and for cases governed by applicable laws and regulations, such as the Companies Act.

(3) Purposes of utilization of the personal information of business partners

We utilize the personal information of business partners in trade with us for the purchase of goods, commissioning of construction works, outsourcing, payment of fees, provision of relevant information, and other operations in our electric business, and other businesses as described in the Company's Articles of Incorporation, as well as for collecting and providing our business partners with various types of information in relation to our business activities.

(4) Purposes of utilization of specific personal information

We utilize the specific personal information that we have kept for the following processes related to individual numbers as set forth in the Number Act:

  1. ・ The process of preparing reports of payment related to compensation, fees, etc.;
  2. ・ The process of preparing reports of payment related to the distribution of dividends and surpluses and the payment of interest on funds;
  3. ・ The process of preparing reports of payment related to the rent, etc. for real property; and
  4. ・ The process of preparing reports of payment related to the consideration for received real property, etc.

In addition, we will not utilize any specific personal information beyond the purpose of utilization of such information, even if the consent of the person identified by the information has been obtained.

*1: Specific personal information

This means personal information containing any individual number.

*2: Tohoku Electric Power Group Companies

For the name, address, and name of the representative of each company, please refer to the "List of Tohoku Electric Power Group Companies" on the Tohoku Electric Power Company's website and the websites of each company.

2. Matters concerning retained personal data*3 handled by us (excluding personal information about employees)

(1) Purposes of utilization of retained personal data handled by us

The purposes of utilization of retained personal data handled by us are as described in 1. above.

(2) Procedure for making a request for disclosure, etc.*4
a. How a request for disclosure, etc. is received

When making a request for notification of the purpose of utilization of retained personal data handled by us, for disclosure (including disclosure of third-party provision records), correction, etc. of such data, or for discontinuance of utilization of such data, in principle, you are required to file such request in writing with the applicable contact point set forth below. A reply or notification will be sent to the address specified on the request form by mail or e-mail.

(a) For information on your electricity contract: the nearest Branch Office or Customer Services Office
(b) For information on our shares: the Office of Legal and Shareholders Affairs (Shares), General Affairs Department, Internal Services Division, Head Office
(c) For information other than the above: the nearest Branch Office or Customer Services Office

b. Method of verification of the person identified by personal data or their agent

Upon receipt of a request for disclosure, etc. of retained personal data handled by us, we will verify that the requesting person is the person identified by the relevant data by checking a necessary document or receiving a copy of such document (e.g., driver’s license, health insurance card, passport, resident record, registered seal certificate, individual number card). In the case of an agent, we will verify the agent, for example, by checking an extract of the agent’s family register or other documents certifying the qualification of the agent as a statutory agent in addition to the above document, the power of attorney, and a registered seal certificate of the seal affixed to the power of attorney.

c. Fees

We may charge a prescribed fee for requests for notification of the purpose of use or disclosure (including disclosure of records of provision to third parties) of retained personal data handled by us.

*3: Retained personal data

Retained personal data are any personal data over which we have the authority, upon the request of the person identified by such data or an agent of this person, to perform any of the actions of disclosure of such data; correction, addition, or deletion of the content thereof; discontinuance of our utilization thereof; deletion thereof; and discontinuance of our provision thereof to a third party. They exclude the following data:

(i) data deemed to harm public or other interests if their presence or absence is known; and

A request for disclosure, etc. means a request for notification of the purpose of utilization of retained personal data, for disclosure of retained personal data, disclosure of third-party provision records, for correction, addition or deletion of the content of retained personal data, or for discontinuance of utilization of, or deletion of, retained personal data.

3. Measures taken for the secure management of retained personal data

(1) Preparation of basic policy

Establish basic policies regarding "compliance with relevant laws, regulations, guidelines, etc." and "point of contact for handling questions and complaints" to ensure proper handling of personal data.

(2) Establish rules for handling personal data

Establish rules for handling personal data at each stage of acquisition, use, storage, provision, deletion/disposal, etc., including handling methods, responsible persons/persons in charge and their duties, etc.

(3) Organizational security control measures

Establish a person responsible for the handling of personal data, clarify the employees who handle personal data and the scope of personal data handled by such employees, and establish a system for reporting to the person responsible in the event that a violation of the law or handling regulations is detected or any indication of such a violation is detected.

(4) Personnel safety control measures

When employing new employees, obtain written pledges from them regarding the handling of personal information in accordance with the rules for the handling of personal data.
Regularly educate employees on the handling of personal data, security control measures for personal data, roles and responsibilities of employees, including at the time of hiring and after hiring.

(5) Physical security control measures

Measures are taken to prevent the theft or loss of media on which personal data is written or recorded, and to restrict the entry of unauthorized persons into and out of offices and administrative offices.

(6) Technical security control measures

Restrict the scope of use of the system that handles personal data to the person in charge by access control.

(7) Understanding the external environment

Our Company does not handle personal data in foreign countries.

4. Joint utilization of personal information

We may jointly utilize personal information as follows, excluding personal information in a range that may affect behavior regulations for observing laws and regulations (including the Electricity Business Act and behavior regulations prescribed in the “Guidelines for Appropriate Electricity Trading”).

◇ In regard to the electricity business

(1) Scope of parties to jointly utilize*5

  1. ・ An electricity retailer other than us*6;
  2. ・ A general electricity transmission and distribution utility*7;
  3. ・ The Organization for Cross-regional Coordination of Transmission Operators, Japan*8; or
  4. ・ A demand control contractor.*9;
  5. ・ An electricity distribution company.

(2) Purposes of joint utilization

  1. a. For the conclusion, modification, or cancellation of a wheeling service contract or an electricity quantity adjustment service contract (hereinafter referred to as a “contract for wheeling service, etc.”)
  2. b. For an intermediary service to discontinue a retail service contract (including a contract for isolated island service or last resort service) or an electricity supply contract (hereinafter referred to as a “contract for retail service, etc.”)*10
  3. c. For verifying information on a service (supply) point
  4. d. For a general electricity transmission and distribution utility and an electricity distribution company to execute its operations under a contract for wheeling service, etc., such as electricity meter-reading, the maintenance, inspection, and replacement of equipment, and the investigation of equipment in the event of a power failure, disaster, etc.
  5. e. For the execution of operations concerning negawatt trading

(3) Items of information to be jointly utilized

  1. a. Basic information
    Name, address, and telephone number; and contract number of a contract for retail service, etc
  2. b. Information on a service (supply) point
    Service area(s) of a general electricity transmission and distribution utility and an electricity distribution company that has concluded a contract for wheeling service, etc.; customer covered by the general terms and conditions of an isolated island service; service (supply) point identification number; information on the amount of a wheeling contract; upper current limit; intra-area wheeling service menu; power factor; supply system; wheeling contract decision method; instrument information; leading-in pole number; presence or absence of system-interconnection facilities; date of wheeling contract switching; meter-reading date; contract status; and method of implementing discontinuance
  3. c. Information on negawatt trading
    Amount of generated electricity sold; amounts of demand and supply; amount of suppressed demand; and baselines

(4) Parties responsible for joint utilization

  1. a. Basic information
    The electricity retailer that has concluded the relevant contract for retail service, etc. (or the relevant general electricity transmission and distribution utility in the case of basic information of consumers who receive its isolated island service or last resort service)
  2. b. Information on a service (supply) point
    The general electricity transmission and distribution utility and an electricity distribution company whose service areas cover the relevant service (supply) point
  3. c. Information on negawatt trading
    The demand control contractor

◇ In regard to the generation charge system

(2) Purposes of joint utilization

For notification and billing of calculation information for grid-connected power receiving service charges (generation charge)

(3) Items of information to be jointly utilized

  1. a. Basic information
    Name of power producer, postal code, address, telephone number, e-mail address, and beginning and ending dates of the procurement and delivery period stipulated in the Act on Special Measures Concerning Procurement of Electricity from Renewable Energy Sources by Electricity Utilities
  2. b. Information on a service point
    Service point identification number, information on the amount of a wheeling contract, invoice amount, discount category, meter-reading date, presence or absence of contract change, instrument information, and service voltage
  3. c. Information on a supply point
    Supply point identification number, and information on the amount of a wheeling contract

(4) Parties responsible for joint utilization

  1. a. Basic information: Our company
  2. b. Information on a service point: A general electricity transmission and distribution utility
  3. c. Information on a supply point: A general electricity transmission and distribution utility

◇ In regard to the provision of comprehensive services in Tohoku Electric Power Group Companies

(1) Scope of parties to jointly utilize*5

We reserve the right to add or change the above business operators.

(2) Purposes of joint utilization

The provision of information on various products and services offered by Tohoku Electric Power Group Companies; the development and improvement of products and services; various surveys and analyses for service improvements, etc.; the handling of inquiries; and other business operations associated therewith

(3) Items of information to be jointly utilized

  1. a. Basic information
    Name, address, telephone number, and email address
  2. b. History, etc.
    Information on purchase, sale (including leasing, renting, etc.), and installation of our and Tohoku Electric Power Group Companies’ products and services, and repair history (repair details, results, and the cause of each failure); usage situation of our and Tohoku Electric Power Group Companies’ products and services; results of various questionnaire surveys organized by us or Tohoku Electric Power Group Companies; usage situation of our website and Tohoku Electric Power Group Companies’ websites; and history of communications and visits between the customer and us/ Tohoku Electric Power Group Companies.

(4) Parties responsible for joint utilization

  1. ・ Tohoku Electric Power Group Companies’ information on your purchase, sale (including leasing, renting, etc.) and installation of products and services and your repair history (repair details, results, and the cause of each failure); your usage situation of Tohoku Electric Power Group Companies’ products and services; your results of various questionnaire surveys organized by Tohoku Electric Power Group Companies; your usage situation of Tohoku Electric Power Group Companies’ websites; and the history of communications and visits between you and Tohoku Electric Power Group Companies: the relevant Tohoku Electric Power Group Companies.
  2. ・ Information other than the above: Our company

◇ In regard to the comprehensive business management and internal management in the Tohoku Electric Power Group

(1) Scope of parties to jointly utilize

For the execution of operations concerning Tohoku Electric Power Group's Integrated compliance, business management and internal management including risk management, and exercise of rights or fulfillment of obligations under laws and regulations

Name, address, date of birth, telephone number, occupation, contract information and email address

(4) Parties responsible for joint utilization

(1) Scope of parties to jointly utilize

*6: The term “an electricity retailer other than us” means a business operator to which none of the grounds for refusal of registration prescribed in Article 2-5, paragraph 1 of the Electricity Business Act (Act No. 170 of July 11, 1964) apply and that has been registered by the Minister of Economy, Trade and Industry as an electricity retailer (including business operators deemed to have been registered as electricity retailers pursuant to the Supplementary Provisions of the Act for Partial Revision of the Electricity Business Act (Act No. 72 of 2014) (for the names, locations, the names of their representatives, etc. of the relevant business operators, please refer to the website of the Agency for Natural Resources and Energy

*7: The term “a general electricity transmission and distribution utility” means any of Hokkaido Electric Power Network, Inc., Tohoku Electric Power Network Co., Inc., TEPCO Power Grid, Inc., Chubu Electric Power Grid Co., Inc., Hokuriku Electric Power Transmission & Distribution Company, Kansai Transmission and Distribution, Inc., Chugoku Electric Power Transmission & Distribution Co., Inc., Shikoku Electric Power Transmission & Distribution Co., Inc., Kyushu Electric Power Transmission and Distribution Co., Inc. and the Okinawa Electric Power Company, Inc.

*9: A demand control contractor is a business operator that has concluded a contract for supply based on demand suppression volume adjustment with a member general electricity transmission and distribution utility (including business operators that obtained business operator codes before concluding such contract) (for the names, locations, the names of their representatives, etc. of the relevant business operators, please refer to the website of the Organization for Cross-regional Coordination of Transmission Operators, JAPAN

*10: The term “intermediary service to discontinue a contract for retail service, etc.” means that, upon receipt of an application for conclusion of a new contract for retail service, etc. from a customer, the business operator makes a request for termination of the existing contract for retail service, etc. to the customer’s current business operator on behalf of the customer.
